Jerry Foster is a sole practitioner in Tallahassee,
Florida. He has received the highest rating (“A.V.”)
afforded lawyers for legal ability and ethics in the
Martindale-Hubbell Legal Directory.
Jerry Foster’s first experience with administrative law was
as a young Captain in the U.S. Marine Corps right out of
law school.
After serving with the Marines, Jerry began practicing in
the area of professional licensing law while working for
The Florida Bar for four years as an assistant staff
counsel in what was then its Ethics and Discipline office.
There he prosecuted lawyers before referees and represented
The Florida Bar in a number of Supreme Court cases
involving lawyer discipline.
After leaving The Florida Bar, Jerry opened a solo law
practice in Tallahassee. He had a general practice at first
and then gradually developed a professional licensing
practice while representing health care association clients
before the Florida Legislature.
For twenty plus years now, Jerry has concentrated his law
practice in the representation of health care professionals
in licensing matters before health care boards in what is
now the Florida Department of Health. He has represented
hundreds of health care professionals in all phases of the
licensing process; by either defending their Florida
licenses or in the license application process. In
addition, he has represented a variety of clients in
licensing matters before what is now the Florida Department
Business and Professional Regulation and the Florida
Department of Financial Services.
Early in his licensing law career, Jerry worked as a
contract prosecutor for the Florida Department of
Education.
Jerry has taught Legal Ethics at the Florida State
University, School of Law, and he has taught business law
at FSU’s School of Business. For the past several years,
Jerry has volunteered as a Courtesy Assistant Professor at
FSU’s College of Medicine.
Jerry belongs to the American Bar Association and the
Administrative Law, the Governmental Law and Health Law
Sections of the Florida Bar. In 1990-1994, Jerry served on
the Executive Council of The Florida Bar’s Health Law
Section.
Jerry is a graduate of the University of Mississippi where
he received both a bachelor’s degree in public
administration and a law degree.
Jerry is married to a retired R.N. They have two children:
A daughter who is an A.R.N.P. and a son who is at Duke Law
School.
